Although there are perfectly legitimate uses for knives, it is the bearer not the knife which is the problem. English law has always said that you may only carry a knife in a public place provided it has a cutting edge of 3 inches or less and has a folding blade (not a lock knife). Interestingly another law from Europe says it is illegal to travel on a boat without a fixed bladed knife, and certain trades require a fixed bladed knife.
